With reference to the letter" from the Colonial Office, addressed to your department on 2nd August last, and previous correspondence on the subject of the military contribution to be paid by Hong Kong for the five years 1894 to 1898, I am directed by Secretary of State for War to request that he may be informed whether the Lords Commissioners of Her Majesty's Treasury have received any further communication from Lord Ripon on the subject.

I am to point out that, although the Colony continues to pay a contribution at the rate of 40,0001. per annum, no instructions appear to have been sent to the Colonial Government as to the amount to be paid for the year 1894, nor has the District Paymaster received any instructions as to the claims which should be preferred against the Colonial Treasurer. I am accordingly to enquire whether the sums received in respect of 1894 are to be regarded as final payments, and whether a claim for 40,0001. is to be preferred for the calendar year 1895.

I am directed by the Secretary of State for War to request that the District Paymaster may be informed, that the Military Contribution payable by the Government of Hong Kong is to be claimed at the rate of 40,000l. per annum for the calendar year 1895, and until further instructions are sent to you.

The claims should be preferred about the middle of the last month in each quarter, so as to ensure that the quarterly payments are made within the periods in respect of which they are due.

In reply to Mr. De la Bère's letter of the 21st instant, ing the Hong Kong Military Contribution for 1894 and following years, the Lords Commissioners of Her Majesty's Treasury desire me to say, for the information of Mr. Secretary Campbell-Bannerman, that they have received no communication on the subject from the Colonial Office since their letter of 2nd August last.

If the Colony is continuing to pay at the rate of 40,000l. per annum for 1894, my Lords think that its payments should be regarded as final, in the absence of any intimation to the contrary; and that until Her Majesty's Government decides otherwise, a claim at the rate of 40,000l. per annum should be preferred against the Colony for the years following 1894.

3 462 Hong Kong Military Contribution, I am directed by the Marquis of Ripon to request you to inform Mr. Secretary Campbell-Bannerman, that his Lordship is awaiting the receipt from the Colony of the Hong Kong estimates for 1895, before expressing a final opinion as to the rate of the contribution for the five years 1894-98.

A similar letter has been addressed to the Treasury.
